The Office des Biens et Intérêts Privés was created by decrees of 2 July 1917 and 30 December 1919 to collect the declarations of natural and legal persons whose property had fallen into enemy hands. The office was placed under the supervision of the Minister of Foreign Affairs. By decrees of 1 October and 20 November 1939, after the outbreak of World War II, the office was reactivated.
Following France's liberation, the _Office des Biens et Intérêts Privés _was responsible for collecting declarations of property looted and transferred by the enemy outside the national territory, based on decrees of 13 November 1944 and order of 16 April 1945.
